A Study of Development of South Korean Immigration Policy

South Korea’s immigration history has been preceded by emigration rather than immigration. Since the early 1990s, when migrant workers from neighboring Asian countries began to be officially admitted to Korea, the Korean government has upheld a temporary rotation policy for migrant worker. Concerned about potential socio-economic burdens that the settlement of migrant workers might bring to the society, the government has maintained a restrictive immigration policy. Despite this self-definition, however, Korean state welcomes a certain type of migrants, especially marriage migrants. Korea not only “accepts” but also support marriage migrants to settle in Korea by offering numerous supportive measures. Given the fact that Korea values ethnic homogeneity linking national identity and ethnicity, the influx of foreigners poses a great many questions regarding immigrants, such as who should be granted entry and, once they have been granted entry, how they should be dealt with by Korean people and the Korean state. At the same time, the decision regarding such immigration policies also depends on how foreigners are accepted by the Korea. After the 1980s mobilized civil society, the actors in Korea have advocated for specific categories of migrants in Korea and Korean state have responded selectively. Using theoretical frameworks, my study considers what have influenced state’s decisions regarding the selection and admission of foreign citizens in Korea from 1990 till present. The policy analysis, which was based on date from various sources, showed how the Korean government’s immigration policies have evolved over time and changes under given circumstance. To understand growing influence of several factors on immigration policy in today’s global world, this thesis will compare South Korea’s immigration policy with the experiences of Canadian and German immigration policies.
