Abstract
The purpose of this study is to measure relative efficiency of 30 container terminals at major ports in Northeast Asia, and is to present a proper strategy of benchmarking which inefficient terminals can operate more well. The discriminations of this study from the previous literature are to divide 30 container terminals into multi levels of peer groups by technical level using Tiered-DEA to offer preferential benchmarking subject for an inefficient container terminal, and finding the overall efficiency ranking of container terminals using Attractiveness and Progress model of Tiered-DEA to propose a proper performance measure for benchmarking. Besides, it suggested a preferential strategy for achieving efficiency in terms of business management by calculating the core input variables that make the most effect on efficiency using Stepwise DEA analysis. The following is the summary of this study. First, as a result of analyzing efficiency of 30 container terminals in Northeast Asia as the subject of analysis by DEA-CCR and BCC models, China’s port container terminals showed a relatively high efficiency on the whole, compared to those of Korea and Japan, and efficient container terminal with efficiency score 1 were Hong Kong and Shanghai ports in China.
